Pretty sure whoever made this was born at some point before 2000 and meant this in a tongue in cheek way. We'll have to wait a bit more for "late 1900s" to be used unironically the way that we lump all of our parents' prime years together as "mid-century".

1806-1809 and 1706-1709 respectively.
Using "1800s" makes it at best ambiguous about what time range you're talking about, and if you're doing in in the same context where people are using e.g. "1920s" or "2010s", then it's reasonable to assume you're talking about a decade, not a century. It's much better to say "19th century", "18th century", etc.

Thank you. That's what the image should've said. Late 20th century, that or simply late 1990's. I'd say "Towards the end of the century" but I'm guessing this is a kids book/magazine and that kind of wording may be too much for them to grasp depending on the age range the thing aims for.
