It doesn't matter. That isn't how patent violation happens in China, if that's the concern. Either there's industrial espionage/questionable technology transfers that don't require a presence in china as with Chery and Seat, or the car is just copied outright, probably from a physical sample, as with Chery and Daewoo/Chevy.
Regardless, China is WAY more into EVs than the US is, and in order to sell in China, they have to produce in China. They'd be fools not to go balls-deep into the Chinese EV market, especially considering that they have more capacity (either owned in joint ventures or available through relationships with third parties) there than anyone except maybe VW.
