Locking lugs question

Has there ever been a bolt action rifle where the locking lugs are on the breech and locking surface is on the bolt?

The breech is going to be the thicker metal, so just from a manufacturing perspective it makes more sense to cut the lugs into the bolt face without even getting into the physics.
If anything was, maybe some kind of forward action like those slide fire rifles and shotguns made to circumvent disarmament laws in parts of europe?

I'm not sure what you mean. There are lugs on both parts that interface with each other. Could you explain more precisely what you are describing?

Sure I mean something like this gun where the bolt locks onto the breech. I.e the bolt has the recesses the lugs go into, not the lugs themselves
