Well Romania played 4 games and only won a single one against Ukraine which is far from a top team.

I was asking what is your definition of decent. Of course, Spain, England, France, Italy, Nederland are better than decent. I would say the rest, down to Top 20 (including Romania) are decent-ish. With some fluctuations, of course.

Decent would be beating Belgium for instance like Slovakia did. Romania were expected to beat Ukraine anyways and probably Slovakia even though they didn't in the end.

I agree about what you said so far, but Romania were underdogs both with Ukraine and with Slovakia. You can look at the odds and the squad values, Romania had one of the least valuable squads in the tournament. Our ranking was also among the lowest I believe (with the exception of Georgia, probably)

Idk, if you look at rankings (based on results), squad value, past results, there is no way you can rank us above Slovakia or Ukraine. And, in fact, we got lucky against Slovakia, besides a lucky penalty, we created no chances.

Ukraine has results against Belgium (several of them), Italy, Germany, they have players who are starters in the premier league and other top leagues, etc. (which we don't have). But yes, it's not like the difference is huge.

You may be right. Austria is not that good though. They are very slow in possession and their famous press is okay, but they give up the ball very easily too. Switzerland, for example, which we faced in the last qualifiers, is way better.

If there is a goal difference in the last round for Romania to be second, then San Marino can concede 30 goals because San Marino is better off if Romania is second because of their place in the Nations League.
