Jean-Luc haunted by Lysian deaths?

Just an interesting nitpick. The conditions under which Picard oversees 11,000+ casualties as Locutus are essentially identical to the trick played on him (and the rest of the crew) in the season 5 episode "Conundrum." It's unclear how many Lysians are killed under Commander MacDuff's influence, but the Enterprise takes out a small fleet of their defensive ships before setting its sights on a station carrying 15,000 beings. This isn't something the writers dwelled upon obviously, since the Satarran-Lysian war is a self-contained plotline, but I'm wondering if this is the only other instance in which the captain is puppeted into killing a large group of people, and if it is, is it ever given similar recognition to the lives lost at Wolf 359?

The Enterprise has destroyed a ship with \~ 50 crew, and unmmanned fighter drones, in that episode. The direct loss of Lysian lives was limited.
The long term consequences of Enterprise destroying the ships defending Lyssian system are more concerning; it likely left Lyssian homeworld open to conventional Satarran attack. Unless Starfleet decided to interfere further

(Yes I know this a 3-year-old post but)
One of if not THE biggest issue with the Satarran's plan is that... the Federation was gonna find out and when they did. What did the Satarran think was gonna happen? This was a really dumb plan...
If I had to guess at the VERY least, the federation likely handed the Lyssians' equipment to replace the lost ships. At MOST they just militarily crushed the Satarran what would could very much be considered a act of war against the federation.
