Has anyone successfully built some sort of windshield for their bike?

I live in NY and plan to ride my bike to and from work all winter. Even at above freezing temperatures the wind is horrible... I have been having these wild thoughts about building some sort of windshield for my bike, just don't know if it would work. Just trying to gather others thoughts on the subject.

I don't necessarily want or need a windscreen but I do need a covering to block the sun glare so I can see my cellphone displays that are on 2 extended handlebars.

I have an E-bike. I live in Southern California but winter months are some cold rides at 4, 5am. I have a balaclava under a full coverage DOT certified motorcycle helmet. I wear a black hi-vis Jorstech jacket that's wind & waterproof. I have heated gloves that are also wind & waterproof. I wear base layer too. My work boots are insulated and waterproof. I stay warm on cold morning rides.
