No, genuinely, I know what it was. You have to hold the power an extra 30 seconds to make sure all the power is drained out, so that the computer is rebooting with the RAM fully wiped

Check the bottom of your computer. Are there any little holes there? If there are the power might have drained it off them. Next time put the computer in a tray that can catch the power.
Or Anon just closed and opened the laptop lid the first couple times. Finally IT guy had to tell him how to click on the Windows button -> go to power options -> click on Restart button...
You can fix a lot more issues when restarting your PC by disabling fast boot in Windows and BIOS. Apparently, keeping fast boot enabled also keeps some shit in memory, and if anything is fucked or corrupted, you keep that between cycles. Disabling Fast Boot is supposed to fully clear and flush everything every time, which gets rid of this issue but costs more time to reboot and put fresh things back into memory. Time isn’t a real issue anyway with an NVME sad, so I keep it turned off.
