This is the exact same economic policy that destroyed things in the 1920s.
After WW1 Europe was in tatters and they destroyed huge amounts of prime farmland during the war. There was a huge demand for food in the Europe and USA farmers had record profits as a result.
Because of the record profits there was a lot of money left over for investment in capital. Lots of money got invested into farm equipment and the manufacturing facilities for them. Tractors, trains, you name it.
This caused food production in the USA to go way up, which resulted in even more profits. This caused a "can't lose" mentality and many farmers went into debt investing significantly in mechanization because they were betting on the increased profits to more then offset the cost of the debt.
However over time European economy recovered at the same time USA production was exploding.
Which meant that as we saw a glut in production prices began to fall and profits along with it.
That should of signaled to the farmers and manufacturing that investment was no longer warranted and that a contraction was coming.
But instead the USA Federal government stepped in and started implementing policies to keep prices high.
So instead of losing money and realizing that, hey, the situation in the world stage has changed.... agriculture was still very profitable, which then triggered MORE investment, MORE production, and MORE farmer debt.
And it just continued on like that. People produced more and more, went more and more into debt, the government made sure that it was profitable and it created a bubble.
We had a minor depression in 1920-1921 because of it.
Ultimately because of high USA food prices the Europeans increased their own production and went to South America for food.
This was a major contributable cause of the 1929 crash.
But it didn't stop there.
It got so bad that during the depression when people were standing in bread lines the USA Federal government was buying up wheat just to set it on fire. They went to the midwest and bought up and slaughtered thousands of pigs at one point just to keep prices high as possible.
This was also when the government controlled farming with quotas and told producers how much of what they could produce. It is hardly analogous to today.

China hasn’t explicitly said (afaik) that they went elsewhere for soybeans, but, they have said get rid of the tariffs to restart trade.

So trying to offload blame to Biden is part of why this is happening.
They were already subsidised. People only care about them failing in a international market they were already failing. Even if they were not subsidised, they would still suffer having to compete with farmers already subsidised by foreign governments
