This is offensive weapon. The fact is that Kosovo doesn’t have anyone else in region to use it against. Except if they wouldn’t want to bomb their own land, or remainings of Serbs left in Kosovo maybe. Just as reminder, UN 1244 resolution is legal act signed by all parties in 1999, under which Kosovo can’t have it’s own military - the conditions by which Serbia agreed to withdraw its forces out of province, end of war. Obviously, not obeyed by Turkey in this case.

I am not a fan of Kurti myself, but he has been very clear on association even though he is against it personally. As soon as Belgrade gives up surrogate institutions, blackmailing of Serbian voters, and other actions to undermine Kosovo institutions, the association will be created. At the moment, such conditions are not provided by Serbia, which says one thing and does another. But Kurti is playing with everyone's nerves. Everyone has told him he is right in what he says but he has to inform and take action after speaking with partners. The situation is not only about literal rule of law, but political compromise. Frankly, Thaci had achieved more than Kurti. But then, the conditions for association were far from reality, and in return, previous governments in Kosovo were more flexible toward Belgrade influence in the north. Both sides were somehow happy then and later skipped the whole association part to settle for a definite agreement because Belgrade was under pressure from Trump administration. But then Thaci was arrested and we both know the events that folllowed.
