Don't use steel wool. Brass or bronze wool and some oil will clean this right up without damaging the original finish

This is a good answer. Order yourself a bronze brush and you'll be surprised how well it will clean up. The bronze will remove the rust without removing any underlying bluing. Motor oil and 0000 steel wool, then degrease with acetone and a dry cloth, then apply G96 or Oxphoblue cream to the gun, scrubbing it multiple directions. After you have the color, wash and scrub in hot water then apply wd40 to displace the water. Wipe it down. It's a Heritage Rough Rider, I get them new for under a hundred bucks and used for 30. Not worth spending any real money to repair.

Don't go crazy and go straight to steel wool like some people are suggesting. Fully stripping off the whole surface should be a last resort not the first. Start by getting the surface rust off with some oil. Rub out what you can, then whatever persistent rust remains, go to brass wool that won't damage any bluing left underneath, and a brass scraper. A flattened brass shell does a fantastic job at scraping. You'd be surprised, the finish is probably not nearly as bad as it looks. Sanding it down with aggressive means will do more damage and will make it completely essential to do a full refinish that aren't really necessary quite yet

dissasemble, bathe everything in acetone or breakcleaner, dry it, boil it in water for 10-15 min. apply oil and attack softly with 0000 steel wool or even better, bronze wool and oil. if result is acceptable, clean and oil. if not, rust blue it more. witch is what you just did sans using a rusting agent first. alternativley you can use cold blue after boil and steelwool, its a bit quicker and easier, but much less robust. if cold blueing you still have to remove all forms of oil/fat first. and since thats done you dont loose anything by also boiling. boiling makes the coldblue stick on to it better in my experience.

For a DIY approach, you can rust-blue it. I recently restored 2 older rifles this way. What you need: Mark Blue Express Rust Bluing Solution A pot big enough to fit the pistol frame in Distilled water Rubbing alcohol Gloves Fine-wire stainless steel brush (carding brush) or 0000 steel wool Basically, you ensure absolutely no oil is on the gun, and boil it in distilled water to turn the rust into bluing. Use the fine brush or wool to remove the loose remnants, Apply rusting solution to re-rust it, and boil again. You’d want to fully strip the frame to remove any internal components. It will not harm existing bluing, though the new bluing might not perfectly match the existing bluing. Many old revolvers were rust blued, but at some point they switch to ‘caustic hot bluing’ which is a somewhat similar process using boiling salts (400+ degrees) and results in a slightly different shade of blue. The boiling process physically converts rust (iron oxide) into black oxide, which bonds very securely to the metal and is fairly scratch resistant. Like any bluing, you still need to keep it oiled to prevent more rust from appearing.

For my rough rider, I boiled some vinegar and dipped the whole thing in (minus handles) for about 10 minutes. Wash it off with water or alcohol quickly after so it doesn't flash rust, then get some random brand of cold blue and follow the instructions, or if you're like me, follow a YouTube tutorial to get a cool "case hardened" effect with the cold blue. For the parts that aren't steel, which is pretty much everything besides the cylinder and barrel, the blue won't do anything. I used a spray paint on that cheap metal stuff and was very careful along the whole drying process. Turned out alright, a lot better than a rusty revolver

I had the same thing happen to my dad's old 30-30, rusted in the safe. Its not really worth sending off to be professionally re-blued. I knocked off the big stuff with 0000 steel wool, then applied Birchwood Casey cold blue compound. It worked just fine for a beater Marlin from the 60's. Looks like an old rifle, but you wouldn't know it was re-blued.

I completely reblued my very very very rusty Mossberg Brownie by stripping it down to parts, then an overnight soak in rust remover, then polishing it down to bare metal (1800 grit was the lowest), cleaning it very well with acetone, then using cold blue and 0000 steel wool. But mine didn't have any finish left worth preserving. It was a fun project anyhow.

Fine steel wool, oil, deegreaser, and touch up blue. I prefer Brownell's Oxpho-Blue Creme and plain old 3-in-1 oil. Oily steel to remove the rust. Degrease with something like Gun Scrubber or 90% alcohol, reblue with Oxpho, and set with more oil. Substitute CLP if you don't have 3-in-1. I've been a gunsmith for a couple decades, this is an easy fix.

Mine gets the same way from putting it in my mouth all the time. Probably try some gun oil and a rag. Then some gun oil and bronze wool. Maybe buy some very fine steel wool too if that doesn't work. Then you'll need to keep it oiled.
