Sierra Nevada Corp’s E-4C design is based on the 747-8i and thus will have the extended upper deck which the 747 in the photo lacks.
Jet in the photo is indeed a regular E-4B — based on the Boeing 747-200 hence the short hump, the one in the photo ie. N° 73-1676 has been in for a rather lengthy period of depot maintenance, 11 months thus far, and evidently it’s being repainted as part of that process.
