Yes, the ones living in the southern region are similar to Indians of those states (primarily because of the migration across the border in the last 50-100 years).
That(Madhesi) is one of the ethnic groups. What about the other 125 ethnic groups in Nepal?
Because one of the ethnic groups is similar to some Indians, all Nepalese are Indians.

All nepali arent indians because Indian is an artificial identity with little in common beyond british conquest and a shared government but theres no reason for the ethnic groups in nepal to be considerd seperate enough from the rest to be considered a nation state anymore than the literal 1000s of others in the country.

According to your logic, the whole world should be one country.
But Nepal isn't a separate country to India because of the ethnic groups and their (unique) identity. Nepal is a separate country because of our identity of being Nepali. No one is saying I am Newari/Kshetri, that's why I am not Indian. We aren't Indian because we're Nepali.
