OP, has this neighbor lived in Asia? In Asia, the hallway of the building is considered personal space of the tenant/unit owner and can be used to store personal items. It would not be unheard of for someone to use the hallway to dry an umbrella.
If this neighbor has never lived in Asia ... I'm as a loss for words because ... Clearly this person wants you to have these items and is passive aggressive about it. 🤷🏼♀️

If this neighbor has lived in Asia before (and I think you said yes, they have), I'd leave a note explaining that in the States, hallways are not property of the tenant and items cannot be left outside like that. It cannot be used as storage.
Or have management do it.
There's a chance they don't know this cultural norm. If they come from a country where this is practiced, those countries are known for being very polite, very high chance that once they're told, they will follow the American norm instead.

Sure, it happening occasionally and mostly away from your doorway, that's fine. Happening regularly directly in front of your door is NOT. She wants to leave shite in the hall in front of a door, she can put it in front of her own.

Assuming that there are no cameras in the area and you can get away with it, apply a construction adhesive around the door to her unit in the evening when she is unlikely to be heading out and hopefully already asleep. Lexcell is probably a good choice.

then get with your landlord and show them the video too. If they do nothing, mock up an image of her from your recording alongside the top of the police report and the warning BEWARE, and make a 100 copies. Put them in every mailbox but hers.
