It’s gotten progressively lighter these 2 months, ever since i fished it up. Is it the uv? How can i stop it from getting lighter?

That's a heart urchin, not a sand dollar.
It's going to lighten until it is almost completely white.
This site has step-by-step instructions for preserving urchins, but the bleach soak will make it even lighter. You could skip the bleach (if your specimen does not stink) and coat it with a solution of Elmer's glue: https://www.iloveshelling.com/blog/2015/02/08/how-to-clean-sea-urchins-video-tutorial/

I found a couple that are tiny, but extremely brittle. As in they turn to dust just from picking them up. I managed to save one and have it on display, wonder if I can use this method to make it sturdier without destroying it in the process

Looks like a Sea biscuit.
