ULPT Request: How do we get homeless people to stop literally camping in our dumpster at work without hurting them?

We have a severe homeless people problem at work. I don't mind homeless people- I've been their- but these people are severely unwell. One of them keeps emptying the dumpster and trying to live in it- and not our cardboard dumpster, our trash dumpster. They're disruptive, destructive, and we spend hours cleaning up after them.
Whatever local mechanism that is supposed to provide aid and treatment to people who are a danger to themselves isn't working and the most calling the police will do is result in them being in lockup for a few days before they're dumped at the store again.
I do not want to cause harm to the people but we desperately need to get them to stop camping in our dumpster and behind the building where we store our rolltainers and receive freight- it's dangerous for them to do so and it's time consuming for us to clean after them.
Locking the dumpster does not work and short of hazing them like I might a raccoon or bear too acclimated to being fed by humans I can't think of anything that might deter them.
They're going to get hurt- or worse- if they keep hanging around back their. It's not safe.
And that's not touching the mess they make

Sound aversion. Get earplugs and play an ongoing high pitched sound. A few convenience stores in my area have done it to deter camps, and it seems to work.

I'll bring it up with my manager. He's trying to find an excuse to shoot them and I keep having to explain that no, you can't just shoot people for being annoying.

There's a thing called the Blue Chirper specifically for this.
Its got a proximity sensor that causes it to emit a high pitched chirp sound and a bright blue strobe light. Isn't harmful, but it makes it annoying to remain there for more than a minute or so. If you're just going out to throw stuff into the dumpster occasionally, then you'll be fine, but anyone trying to hang out back there will probably move on to an area that doesn't have a flashing blue light and an annoying sound.

I can tell you what the convenience stores along the interstate do here.
It’s 3 things I’ve seen:
UV / black light as the only source of light there at night. The idea is that if they’re trying to shoot up, that will make it harder to find a vein.
Play a lot of classical music on loop in the area so it’s hard to avoid. They’ll likely find it annoying trying to be there all the time but it’s not too awful for customers that are coming and going.
A “broken” light in the area that acts like a really bright irregular strobe light so it’s hard to become accustomed to. Effective but super annoying and makes it look like you don’t maintain your space.
I’ve seen people keep security guards around but even customers don’t like cops.

In many neighborhoods around pittsburgh in areas known for drug use, and damn near all dollar general parking lots, they’re using the uv lights to make finding veins very difficult.
People started getting so used to them that when PennDOT got a bad batch of streetlights being used for highways where their coating got damaged and turned the lights blue-ish, everyone just assumed they were trying to keep drugs off the highways too 🤦🏻♂️

He's worried for staff safety- these people are severely unwell. We had one murder someone a few weeks back, though not on store property- a coworker caught the aftermath and cleanup walking to work.
Most of them are perfectly safe to be around but it only takes one person having a bad day to fuck someone up.
Like I grew up with this sort of crazy so in very skilled at handling it but I can see how it can be frightening if you aren't skilled at wrangling these folk.
He's the unfortunate perfect storm of genuinely concerned and misinformed (He legitimately thinks it's legal to shoot people in your yard and who are ringing your doorbell) for a disaster but no one will do anything unless he actively commits a crime beyond threats

contact the dumpster company and ask for a dumpster with a lock. THere's dumpsters with 2 metal loops and a pipe will slide through 1 loop, across the lids and into the other loop. THere's a hole in the pipe with a lock on 1 side and a welded T piece on the other so you cant slide it out.

Make sure there's no one in it when you lock it. Lock it when it gets there, then unlock it when you throw trash in it and lock it back up. It's really easy to figure out.

If it's your dumpster, consider upgrading to a bear resistant model.
Otherwise, an industrial vibrator attached underneath where they can't easily get at it, and a timed motion sensor. Give them time to get situated, then turn up the bass until that dumpster is running in horizontal mode across the alley.

Not sure if anyone has mentioned motion activated sprinklers. It might sound at first like these suggestions won’t work but if it’s stuff that happens night after night and if you deploy multiple nuances then you might get them to the level where they’ll be motivated to go elsewhere. Is this just one person? Multiple unrelated people? I’d go easy offering food or things if they leave because you don’t want to become known as a good destination for homeless folks to come to.

Like if they want to take our pallets and rolltainers and go live in the woods behind the building or the woods anywhere else nearby we'd be fine with that. It's the whole trying to live in the dumpster and where we receive our freight trucks while wrecking the place that's the issue - it's not safe for them and it makes a mess for us.
Like them having a homeless camp is not the issue - it being directly in the path of heavy machinery and being a mess is.
Clean up after yourself, don't be disruptive, and be discreet when you steal and we'll leave you be. If you actively trt help keep things clean and safe beyond cleaning up after yourself most of us'll even feed you. We do try to not to be dicks to folk who are down.

Yep, totally get it. And applaud you for the not being a dick part. It truly does sound like you have their best interests at heart. It just sounds like if you start being a place where they can get stuff like pallets or if you leave stuff out then you'll become a known place and your problem will be so much worse. I'm sorry the city doesn't have better resources for you. It's amazing to watch some of the creative tiny houses or little homes that are being created to give homeless people their own place. I wish our billions could go towards projects like that.

How do they break the locks? Are we talking a padlock from the hardware store that cost $25 bucks? Go to a locksmith, ask for a lock from the Abus Granit series. Nothing short of the key or a stick of dynamite is going to open that. Expect to pay a couple hundred dollars for it.
If your enclosure is flimsy, call a chain link fencing company and describe your problem to them, and they can create a secure area with strong gate for your super padlock. They can cover the bottom 8’ with a product that makes the fencing unclimbable. You can have additional deterrents install on top.

Cool channel. I watched the video of him picking the block that I had recommended, and it took him almost 4 minutes with a special tool of his own design. Even he said that it was doubtful it could be picked in the field without an extremely talented lock picker. I think it has a real chance of keeping your average dumpster diver at bay.
I certainly enjoyed his droll manner of explaining the process and watching him do it. He has a very fine touch. I also enjoyed the videos of him destroying other locks with pipe wrenches, etc.

Call 311 is that's available in your city and make a report. They'll contact a homelessness outreach person from a local non-profit. Unfortunately, they'll also close the ticket at that point so you may have to keep calling. It can help to find out what non-profit the local outreach people work for so you can keep each other updated. Also, try contacting your city council member. At least where I am, their office has employees specifically working on homelessness issues. Lastly, the dumpster with a lock suggestion is a good idea!

If the abuse/use of the dumpster occurs on trash pickup day then please call 911 for immediate help to make sure no one is harmed by the trucks/personnel moving or emptying the dumpster.
Use a locking dumpster or ask for a replacement dumpster if your dumpster has been damaged.

Well, use science to get what you want, go online and buy Cadaverol, yes, its a chemical used to train dogs who find people after natural disasters. It's also engrained in every human brain, that smell is one to be gotten away from, as quickly as possible, it activates fight or flight response. Get a hypodermic needle, and squirt it into the dumpster. They wont be in there long. When we trained dogs, and someone really really was ugly, we would inject it into the rubber moldings of their car doors. Every single time they would sell the car, and at a loss, no one wants to be near it.

You're a good person, too many dehumanize the homeless and mentally unwell. I know the name of this sub is unethical tips, but some of the comments are disgusting. Kicking people while they're down is evil. Talking may not solve anything of course, but i like to give everyone a chance for discussion first.
I was once in a sketchy city park with my girlfriend sitting on a bench. An old homeless guy comes up demanding us to leave, saying the bench was his. I said no one owns benches and he was welcome to sit with us. He took out a hatchet and held it to my face. I calmly asked what his name was, and introduced myself, offered my hand. His face changed, being seen, being treated with respect and humanity, suddenly he was like me best friend, he ran excitedly to get a dirty bottle of wine, offering me a drink, saying i was a special guy. I declined and left soon after as it began to rain, but that story always stuck with me. I don't know why i acted like i did, i was young and dumb, but im glad that's how i reacted in a tense adrenaline situation where i had no time to strategize a response. Everyone won, everyone felt good after. Always seek those win wins. Spreading anger and hate just creates a chain of anger and hate that spreads to everyone.

Ask your boss how much money has been spent on this. Ask how much more they are willing to pay to make it stop.
Speak to the person. Ask them why they choose this as their spot. Is there a reason they like the dumpster so much? Would they be happier in a wooded area?
Then purchase a shelter for the person. Maybe a small shed, set up near the dumpster that they like. Maybe an easy-setup tent, so they can go somewhere else.
I hate that there's nowhere for folks to go. I know of a church who kicked a homeless encampment off their property. A CHURCH. Didn't try to help, just said get out.

Unfortunately it sounds like they are mentally unwell. We don’t know the details of how they’re acting.
I live in a small city and am familiar with a handful of people here who don’t have homes. Most do not make me uncomfortable, but some are clearly struggling to the point where my safety may be at risk if I said or did the wrong thing.
Sometimes it’s difficult to gauge, but it sounds like OP might be scared to confront them personally. . . Which does not mean they don’t deserve compassion or help. It just means OP isn’t trained or suited for that role.

Most of these guys are chill and if my boss wouldn't freak I'd chat them up- My guts not been wrong yet- the one dude who scared me ended up killing someone a week or so back.
Not much info is available, because it was another vagrant, but a coworker waking to work saw the cleanup and arrest- machete guy either killed someone under a bridge or threw them off of it.
We have a few regulars I've not seen in a bit, so I don't know which one it was- if it was any of them.
Meanwhile my boss is worried I'm going to get murdered if I try to talk to them. They're homeless, not mass murderers. Most of them just need a doctor and a hot meal and a warm bed.

I would say don't speak to them, as you said they are unwell and could try and hurt you or makes things worse. I found reports to the higher-ups in the city and/or mayor and or Police Department with pictures and photos are the best way to get something done. You can also hire temporary security to stand guard for a few hours and move them along. This is the best option in my eyes

It’s starting to get cold at night in some areas, there aren’t enough homeless beds in the shelters so that’s not always an option.
Here’s what I would suggest: get a tent, get another tent that can fit inside of tent #1, and then get a tarp to put over the tents. Get some survival blankets, those noisy ass Mylar blankets that are like $1 each. Give that all to the homeless person and tell them to get out of the dumpster. Tell them they can stay by the dumpster but not in it if they keep the area cleaner than it is. Don’t call the police on them because all they’re going to do is destroy that person’s stuff which might include their vital docs. Worst case scenario the person would be without their stuff and could potentially freeze to death as a result. Offer to make a third party homeless verification letter for them to get housing (if they’re working with a housing entity and you’re in a country that practices Housing First).

Not exactly unethical advice that you 100% don't have to take, especially if you are not comfortable - which is completely understandable.
This person does sound quite ill given they go out of their way to remain in the same spot. I am a person who used to receive folks like this in and we'd try to help them get better and when they're gone, sometimes they do the same things over again.
IF you feel comfortable with this, consider having a chat with them.
You have to choose words carefully, but your initial comment "I don't mind homeless people- I've been there" can be a good ice breaker.
A couple hints, things that you may not perceive may be real *to them* and may be fueling some of the behavior. If they share this with you (e.g. I'm Buck Owens brother and Jesus Christ is my father and he said it is okay to stay here) just keep a straight face.
Do not agree with a delusion (something they believe) but stick to facts. This is a "dumpster behind a business and Jesus Christ is a cool guy and all but he doesn't own the building"
"Trucks come and empty this out at all hours and that can be a danger for you." (Be prepared for them to know the dumping schedule.)
"I'm worried about your safety and well being but also this mess you make takes my food service job that is already hard and makes it harder. I don't want you harmed and I don't think you are trying to make my day harder either."
"My boss is a real piece of work. I'm worried about your safety and they really kind of aren't as worried about you as I am. I know things are hard, but please can I call some resources for you to find a different place?"
Have a number for a crisis unit or mental health place or number available. Homeless people don't always have good experiences with cops, but some are used to the rigamarole.
You may hear their underlying reason for why they are there - and if possible find a way to address it (this is my favorite dumpster #473 and I'll follow it anywhere - have trash company move it. "this is the only place I get food" - find a place giving meals...)
The key to a conversation is not to judge or be offended by what they are saying and to convey that their safety matters to you but also you have stuff you need to get done. Most homeless folks don't get that kind of face to face honesty and it can go a long way.

Add raccoons or dogs that are loud and close. Work closer to them . Call the trash company every time they are in there for a pick up and have them deal with it. Call the city. Play obnoxious music on a speaker

Ask the people who turn up to empty it to come at a different time/day to pick up the bin and ask them to stop before tipping it,the fear of getting crushed should put them off trying again.(ask bin people to assist)

Have you tried calling the local fire department? They are typically very concerned by unsafe conditions, and if that living situation goes sour for them, the fire department might be involved with rescue efforts. It’s worth a shot to give them a call

Here are a few suggestions 1.) Hire security 2.) Have the dumpster removed and arrange a different site for drop off if possible 3.) High pitched noises don’t matter when someone can get ear plugs so that’s a dub 4.) I’ve seen some pretty intense dumpster locks in the past - which ones are they tearing off?
