I was there when it rotated. I saw a woman looking for her purse that she sat on the part that rotated.

It has nothing to do with being able to afford it. It was a choice made by the new restaurant when they took over after the Wolfgang Puck place closed. They cited liability issues and a clash with their concept as the reasons for not using the feature.

There's also an event space below the restaurant that still rotates when they host events there.
