For peak controversy Beavis and Butthead...U.S. Senator Ernest F. Hollings mispronounced Beavis and Butt-Head as "Buffcoat and Beaver" during a 1993 Senate hearing on television violence.
Volume of controversy and longevity South Park is unsurpassed.

I'd say B&B, at least initially. never forget MTV altered the actual master tapes of some episodes after the fire incident. but I'd say by the time South Park hit the movie, maybe a bit later, it took the crown

Anal probes and murder is funny. Setting houses on fire is not. Young fans were setting their houses on fire, and Beavis and Butt-Head was getting blamed for it. South Park never got heat like that.

exactly, thank you. but to be fair, SP has gotten heat for basically everything besides murder as far as I can tell. personally I think it's a silly question overall, especially seeing as Cartman and the gang likely wouldn't have ever existed without B&B. near positive Trey and Matt have said that themselves, or at least heavily implied it

B&B were more heavily censored from their controversy and while fewer, was probably bigger. Beavis wasn’t able to say “Fire” until the show went from MTV’s to Mike Judge’s. South Park had a running tally of the word “shit”.

South Park. B&B was always more about juvenile humor, and didn't take on real world topics the way SP does. There's nobody out there lobbying for the right of teenagers to huff paint before painting some guy's house in trashy psychedelic colors. Nobody is offended by the episode where the boys bought non-alcoholic beer under the mistaken impression it would get them drunk.
