I'm sorry but this still doesn't make sense to me. How would them outing themselves as communists be in defiance of the constitution? I'm not familiar with any part of the constitution the prohibits communism so I don't know why one would be in defiance of the other. I think this is a case where Occam's razor applies, to me it feels more likely this is an attempt to drum up publicity rather than a serious plot to expose communist bureaucracy.
