77 year old neighbor is defecating in toilet not connected to plumbing and peeing in yard due to landlord negligence... HELP!

I have called 9 lawyers since Wednesday but am being shuffled around. Long story short, my 77 year old neighbor has plumbing issues that her landlord is forcing her to pay 50% of to start fixing. She doesn't understand her rights but I know what they are doing is wrong.
Her subfloor in her bathroom is sinking causing her toilet and tub to lean on a big angle. She has already slipped due to this and got stuck in her tub unable to get out. She has not been able to bathe since August 18th! Her toilet stopped flushing and her sink stopped draining and when she came to use my restroom last Friday, I called the landlord and warned them this was not legal. Yesterday they said "well, you can use your neighbor's bathroom, right?" NO, she can't! I don't mind but this isn't legal, she can barely get up the stairs to my apartment, there are no railings. I'm also in office some days of the week. By the time I woke up today, she already went to pee in her backyard and went #2 in her toilet that's in the hallway in her place, not attached to plumbing. She's been peeing outside for a week now. I'm horrified.
To make matters worse, they forced her into a $10,000 security deposit that they are pulling funds from to do the maintenance.
I have already submitted a report to APS and they are coming out to her next week. I also filed a complaint with Code Compliance Services. I am seconds away from calling a news station because of how difficult it's been to find representation. I called the Texas State Bar number which led to me to a dead end. Please, does anyone know a lawyer who can help her out? Ideally, someone who can represent at a low cost as she lost her inheritance at 73 to an ex husband that blew all of it then killed himself. She is completely alone, 100% alone, no extended family, no kids, literally no one. I just want to help this lady.

Start wearing out your councilman right away. Get as many neighbors that will join in and call. When they start getting hammered with phone calls, believe me, code/building inspection will jump.

I was told this was a requirement because she doesn’t make enough money from social security for rent. Not sure why that matters, she has a guarantor that pays her rent. Said guarantor is also 77. I don’t know all the details but this is what was told to me by the owner’s management company. Either way, I’ve never heard of such a thing. Then, in order to start work, they forced her to sign an amendment to pay for 50% of the plumbing quote. She signed bc it was that or no shower or toilet and it had already been weeks. I only got involved when they started doing the work and told her she could use my bathroom.

The $10,000 deposit or paying the lease up front is typical for renters that don’t meet income requirements. There’s nothing shady there.

Interesting, that’s good to know. I don’t have any grandparents left and they always lived in our house with us. I have zero experience with any of this. I’m glad that’s just normal for her income and where she’s renting. That makes sense.

Your neighbor probably already paid her rent, but she needs to start an escrow account and withhold all rent payments there until the landlord addresses the issue.
Be sure to keep records of EVERYTHING. Photos, videos, emails, receipts. Screenshot your call history as evidence of your efforts to get this addressed. If you have to start recording your calls, do it. Texas is a one-party consent state, so you don't need to worry about repercussions that come from that.
Code compliance is absolutely USELESS, even though it's something that we should be able to rely on as tax payers. I hope you making this more and more public results in a solution, but this is not how it should be done. I am so sorry. Fuck landlords.

Your best bet is code compliance. The city of Dallas will investigate and if the landlord does not comply, can file a lawsuit.

If you don’t get traction with code enforcement, reach out to your city council person. I’ve done that a couple times and got the issues addressed pretty quick. They are there to serve us…use the resource.

I fully agree with you at this point. I tried talking to her when we went to dinner last night but she’s hesitant. She believes it’s dangerous. Ngl, I don’t have TikTok for the same reason, but I would for this situation, without hesitation. For now, I edited the post to include the management company if anyone would like to call and complain.

I followed up. Apparently, elderly abuse is so common no one seems to be surprised, in a rush or even willing to help. "We are aware of the circumstances and are doing their best to get out to her". I don't even know what to think anymore.

Timing, when they came out Tuesday, her toilet was reattached for the night, the tub was not urgent. When they started work on the subfloor, they never reattached the toilet. So since Wednesday morning, she’s had no toilet either. I can see the first code compliance complaint closed out, I reopened a new one but it will take 3-7 business days to come out.

WFAA is also a good option. Make sure you lead off with taking advantage of the elderly and obvious violations of law. I don’t know if this is helpful but there are certain minimums of habitability and plumbing is one of them. If he’s unwilling to fix her plumbing, she could break her lease.

Have you looked to see if UNT/SMU/TCU/wherever has a law school clinic? There is also the TX Tenants Union that may be able to put you in touch with someone; if nothing else, they've got a page of links to resources to parse through.
