Hey I'm on a tight budget and looking to buy a laptop, will this laptop handle local llms: HP EliteBook Workstation Intel Core i7-14700HX (4.4GHz) processor, 5TB SSD, 8GB RAM (expandable to 32GB), and a NVIDIA GeForce RTX 4070M 6GB GPU

Look for a laptop with at least 12GB Vram. Or at minimum 8gb. 6gb is way too low to do anything worthwhile locally.

Don't regret later after buying tiny GPU since it's impossible to expand that on laptops(also there're limits on adding more RAM).
My friend regrets after buying laptop(with 8GB GPU & 32GB RAM), though he bought mainly for gaming. We could run models only upto 12-14B size(Q4 is slow for 12-14B models). We're planning for Desktop build with decent medium config in future.

5tb of storage but 8b of ram? It’s odd configuration. And barely able to run windows or a modern Linux distribution.
Get as much ram as you can + 8gb gpu and you can run oss-20b or Qwen3 30b. Or some 8b models.
Just expect 8b level of performance.

It can do some very basic LLM work, but 6Gb of VRAM will sharply limit the size and quality of the models you can run.
Is there a particular reason you want to go for a laptop for LLM (especially when you already have one)? Desktop builds will be an order of magnitude better in terms of performance and options, and expandability is basically no comparison.

Depends on what model you are planning to run. some 3-4B models will run maybe some 8b if you are willing to take a massive speed hit by running some on the cpu
