He has the authority to change how it will be referred to domestically while internationally congress might insist on calling it a different name.
As commander in chief he has authority over that department.

The President doesnt have the authority to pass legislation, executive orders are not legally binding. I get that you are a fascist and adhere to totalitarianism. Maybe you want a King? The simple fact is Congress allocated money to the Department of Defense, not the Department of War.
The President has zero authority to create and allocate funds to a Department of War bypassing Congress.
If executive orders 'were' legally binding. Then everyone in the United States who identifies as Female or Male would be classified as Transgendered.
Trumps executive order on gender states that gender is assigned at conception, when its a biological impossibility. At conception human sex cells have yet to form. So officially under Trumps executive order every person in the United States is nonbinary.
Making anyone who identifies as a gender different than what they were assigned at birth, transgendered.
Trump passed an executive order stating he was transgendered.
The reality is Trump is a moron, his administration is filled with morons, his supporters are morons. And the U.S. President has zero authority to change the name of an executive department without an act of Congress.

At no point did I say he is passing legislation. His authority is to give out orders being that he is the Commander in Chief. You think Commanders do not have authority to issue COMMANDS?
Congress funds the federal government. The federal government reports to the commander in chief who commands them how to operate on a day to day basis.

He is the commander in chief of the armed forces and he gives EXECUTIVE ORDERS to them. He is not issuing an executive order to civilians but to those under his direct command. How is this concept so difficult for you to grasp? A commander is issuing COMMANDS. It's literally in his job title.

Article 1 Section 8 of the U.S. Constitution gives Congress power over all Departments of the Executive.
The President is a civilian, he is Commander in Chief in name only. He has powers authorized to him by the U.S. Constitution. He does not have unlimited power to do what ever he wants. The Presidents actions are limited in scope by the U.S. Constitution. The President has a particular set of powers authorized by the U.S. Constitution, none of which are renaming Executive Departments without an act of Congress.

Article Two Section Three

He also commissions the officers which means he can choose what their titles are unless specifically written into law NOT to call them specific words.
