Call from different numbers, get a girl to do it if you can. Have her ask about a non existent car and have her chat then up and "Get advice from him". Either have her ask him out, and if she's willing to out with the guy. Then have her tell him her friend has a car that got impounded and he'd give it to her if she could pay the Impound fees. See if he'll cut her a break or plain accidentally make a mistake and let it go free. Or just have her sweetly ask if they would accept a smaller amount, use different numbers names and call at different times and days. If it a one man shop, maybe GTA it outta there... allegedly. Or follow the person around and wait until they park illegally and call a tow company on them, tell the tow guy you'll pay the hook up fee and then some if he can talk the owner into letting yours go. Get it in writing of course. Get creative, could say it was stolen, you were hiding it from drug dealers because they thought your car was one of theirs with product that was missing....

I moved in an apartment from MD to DE so I still had MD plates. I had a legally registered car in my assigned spot with the apt hang tag on my mirror. On the following Monday, I come out to find my car missing. I called the police and reported it stolen. Nothing in their databases, but they suggest I talk to apt managers. Sure enough they have a standing contract with a tow company to tow any unauthorized cars. I go to the tow yard and explain that they towed my car in error. Nope, that will be $450 to get your car out. I refused. I went and got a lawyer to file an emergency filing to get my car back. Took almost two weeks, but the court sided with me and the tow company had to pay for my lawyer. They refused to give my car back. Now I have a rental for almost 3 weeks. And back into court. The same judge hits them with sanctions of $1500 plus all my expenses. I had the sheriff go with me and my court order to get my car back. All windows on my car were smashed. I filed a claim directly with their insurance company. About 9 months later I drove by and saw them towing someone’s car into their lot about 11pm on a Friday night. I decided then that they needed Molotov cocktail thrown onto their yard and trailer offices. Revenge is a dish best served cold!!!

Find lots of legally-parked cars on private land. Apartment complexes are good. Hack their locks to gain entry. Put the business card of a good lawyer into their glove compartments. Impersonate the landlords and report them all as illegally parked to the tow company.
You’ll need some burner phone numbers, probably VOIP of some sort.

Tow companies always win idk how or why but that’s the rule of life I’ve learned
One thing may be of help in some states/counties idk how it works exactly have maximum allowed tow charges to try to stop gouging so you could maybe look and see if they’ve broken that, but those laws are still allow pretty exorbitant fees

This is the only thing that is relevant if the state, county or city regulates PPI rates. If they don't, then the towing company can charge whatever they want.
This is why I take cash only for impound releases.

Department of regulatory agencies is the answer. Call them and complain. In Colorado when a tow agent does anything wrong the whole bill is refunded. I'm not sure about other states but I'd start there. I had a motorcycle towed by the police then held for two months. That bill got huge but the investigation proved that the tow driver filled out the report incorrectly and DORA took it to court on my behalf and won me back every dime.

My rental car got towed from my apartment complex. I called to tell them it was my rental car and it shouldn’t have been towed, they basically laughed me off the phone. So began my villain arc and I was bent on getting my money back from these extortionist thieves.
If you’re in the US most states have towing laws written in the way of all the responsibility being on the tow company. Meaning they must have every single regulatory box checked or they can’t tow. Your car can be upside down blocking a fire lane and the tow company is not entitled to tow it unless they have every single regulation in order.
Check every single regulation. These shady tow companies are notorious for cutting corners because they operate like sleazebags. The law says the signs must be a certain height. The font on the signs must be a certain number of inches. The signs need to be within X feet of the entrance. The towing vehicle needs to have an active tow license. The driver needs to have an active tow license. The company needs to have an active tow license. There are a million regulations they have to follow. Check every single regulation and odds are you will find one they are violating. Take it to small claims court for a “Tow Hearing”. At court, your story is not that you shouldn’t have been towed. The story is that they didn’t have the right to tow you because they failed to follow the regulations.
But since this is ULPT, make a plastic mold of your vehicle and fill it with piss over the next few months. Buy a commercial freezer and freeze the piss mold. Then set the frozen car out illegally parked. When they come to hook up their rig to tow that car it melts and they’re stuck standing in a gigantic puddle of piss.

Not sure how you can dispute the towing fee, but some folks would focus on the revenge part using water balloons full of anti-climb paint or frozen fox urine, on both the towing company and the people who called it. I hear payback's a bitch
