Red Dragon RX 570 and 430w PSU

I'm building a home server with some parts I have laying around. I don't want to spend money on this, I just want to find some use for all the parts I just have sitting.
I saw that the rx 570 wants at least 430w, but do I actually need that if all the computer is going to do is run a Plex server and maybe a Minecraft server for my house?
The whole build is an 880G-E45 mobo with AMD Phenom II X6 1090T Black Edition CPU, Red Dragon RX 570 GPU, 8GB of DDR3 RAM, Thermaltake Smart 430w PSU, a 60GB ssd to run some flavor of Linux I haven't pinned down yet, and an old Seagate Barracuda 1TB HDD.

If all you are gonna run is a Minecraft Server and a Plex Server, your Plex server will need the RX 570 if you dont want to strain the CPU. Minecraft relies on single-core performance to run well and Plex needs a transcoder, which your RX 570 is more than capable for. Despite your aim to not spend any money, I highly recommend upgrading your RAM to utilize at least 16GB. Minecraft servers can get hungry for RAM if you're having multiple people play on top of running a Plex server.

I have more ram... Somewhere. I upgraded the DDR3 RAM in my stepdaughter's PC to 32gb (got 4 sticks of 8 from a seller) and the two sticks that were in it originally went... Somewhere. They got lost in some cleaning but I know I have them. If nothing else, I know I can find random DDR3 for not too much.
So you think the PSU will be good for all that even though it's 20w lower than the minimum rating for the rx 570?

Generally, you want a PSU to be at or above the recommended range. Even if your machine will stay lower than the maximum wattage the PSU will output, there will be power spikes from your RX 570 that can overwhelm the PSU, essentially crippling your machine.
