Yes, you could store root vegetables in a refrigerator, and many people do. Root cellars were used for ages before artificial refrigeration was widely available, and they remain useful today because they consume no power and have far more storage volume than a refrigerator, but if you ignore both of those advantages, you can use a refrigerator.
