Nah. I'd argue Brandt knew Bunny had fucked off to Vegas as it's his job to keep close tabs on her and her spending. When the "ransom" came in, Brandt most likely helped The Big Lebowski set up the scam to steal a million from Maude. I think the closest Brandt came to "working" with the Nihilists was to suggest or "misunderstand" their ransom as a million dollars.

I think Uli was just smart enough to know Bunny owed Trehorn and had run off without really telling anyone. She probably mentioned she wanted to "just take off" while they were floating in the pool. He then hit on the whole "blackmail Lebowski" plan (including getting the toe). I suspect Brandt encouraged them to "think big" when they called saying they had kidnaped Bunny and demanded a ransom.

I really wish PSH could have improved what he thought Brandt was like out of the office. This is what I read into his performance: He knows his job is to inflate the importance of the big Lebowski he’s got a script for the wall of plaques, which they make people take in while waiting for the appointment (in reality Lebowski is about as free to meet as the Dude) but he hasn’t used that script in a while- notice he stutters over some words. In order to take this dumb job he’s gotta have a deficiency of some kind, he’s secretly not educated or in a lot of debt maybe. He also let the Dude walk out with the rug, so he might be kind of dumb underneath. But he knows his job that the one sticking point that The Dude had was that you call him The Dude, so he does to make the rest of the con work.
