Elgin arms is an old hardware store brand made by crescent arms. I had a New Elgin Arms from about 1915 and it shot light target loads well! If it’s in the $200-250 range it’s worth it.

Is light target loads all you are going to want to shoot through it?

Depends on condition and age. I probably could’ve done buckshot in mine but I really wanted to use it for bird hunting and it was full chokes. Didn’t want to pay for bismuth so I traded it. On these older steels you’re not supposed to use steel shot in a full choke, it can ruin the barrel.

If you decide to purchase, you can find parts using Crescent Fire Arms. My research says that Elgin was their name.

It's an old gun, originally on the inexpensive side, and parts are unavailable. Unless you can confidently assess its condition it's a risky bet.
