That’s pretty accurately said. Also, let’s not forget the incident in 2014. Russia was basically handed Crimea and the EU and US reacted very mildly by putting a bit of sanctions. The Ukrainian government was unpopular and the country was divided, there was a lot of pro-Russian sentiment.
Frankly, the whole thing was masterfully executed and I cannot blame Putin for thinking that the larger war would be a simple quick operation with not much reaction from EU/US. The people would see Russia as a liberator, they would just change the government quick and everything would go smoothly.

I mean JFK was president at an even more intense time and his death was not huge, structurally speaking. We just got a new guy.
