ULPT-Slumlord who refuses to fix building steos and lobby

Long time tenant of over a decade. The landlord is extremely rude, is a liar and manipulative. I have asked numerous times to fix up the building but he flat out says no or stalls with a maybe. The building is very old and rent stabilized so maybe that is why he stalls. I never bring anyone over because of this and it is so annoying. How can I get this done?

I’m in a building where the alarm, which is 110dB, will go off whenever someone trips an alarm in their individual apartments. I was told by one of the staff (I’m buddies with a couple) that they have 6 other properties and NONE of the others have alarms that can damage hearing if >2min… he said that it would cost them $15k to fix it, and they refuse to.
I emailed about it before resigning my lease, and the owners swear that the alarms are identical in all buildings .. which they can’t be, because this is the oldest building and used to be an industrial warehouse where those kinds of alarms would be needed. It’s f***ing ridiculous to be woken up at 3am and have hundreds of alarms with no fire. Not like I’m leaving my place for a false alarm.

Does you building have radiators or exposing plumbing? A continuous banging sound on the pipes generally gets people's attention.
You could release some cockroaches or mice in the common areas. You can generally buy them in pet stores.
A radio transmitter attached to exposed coax cables may also be effective.
Amazon seels cheap annoying sound makers, those are awesome in maintenance closets, especially if they sound like high pitched alarms. You can often just slide them under the door then use a wire hanger to move them into a corner.
hang a Nazi flag off the roof. That will definitely get the attention of, well, pretty much everyone.
-begin feeding the crows near the building. They'll flock, then hold a grudge against anyone who tries to shoo them away.
I'm not advocating you use any of these approaches, of course. This is just a creative exercise.

Organize a rent strike with your neighbors. Put the money in escrow until he brings the building up to code.

Heavens forbid that somebody may take a fall because of NEGLECT and/or abandonment of owner responsibility...
Make sure your ducks are in a row and that you have documentation showing that he has been told (repeatedly) of the extremely dangerous environment present in the building.
