I have a Intel Core i7-11700KF cpu And a NVIDIA GeForce RTX 3080 gpu My pc is about 3 years old looking to upgrade the parts just got nice 4k oled monitor finally upgraded from my 8 year old 60 Hz monitor I want to get the most out of it Thanks

you'll want a new gpu to get the most out of that panel, but that will need a bigger cpu to go with it. Depends on your budget.
You'll probably want to aim for a 5070ti for a good 4k experience.

What’s a good CPU to match with a 5070ti
Fun_Newt3841@reddit
Why not try the 5070tinon the 4k monitor using the i7.; if your GPU isn't getting used to its full potential you can upgrade.
I have a 5070ti and a 12700k. At 1440p dlssq and ray tracing, my GPU is always busy.

I personally would go with a 9070xt, but for either gpu’s you could go for a ryzen 7-9800x3d

Gotcha was going to ask if there is a big difference in quality in the GPU brands or if they’re about the same

9070xt is a great card but if you want the best 4k experience you'll need to step it up to something like a 5080/5090. The AMD x3d cpus are what you want to look for. Great pairing for any of these GPU's.
For which brand of each chip, doesn't really matter. Look for the cheapest is a good strategy. Do a quick search and make sure the cooler doesn't suck. For example, I think it was the 3080 or maybe 3070 msi ventus that was pretty bad. didn't mean msi or the ventus line was bad, they just launched one bad card with that name, so do some quick googling and confirm there are no blaring issues with whatever card and brand you go with.

Your 11700 should be fine for 4K. I have a 10900F and a 4070ti and I play 4K with no issues. The only real possible issue with the 4070ti is VRAM. If you get a 9070xt or a 5070ti the VRAM is 16gb. I wouldn’t advise any GPU with less than 16gb of VRAM because some new games are poorly optimized.

GPU. For 4K you need GPU with a minimum of 16GB VRAM (9070XT or 5070Ti). For the best 7900XTX or better GPU.

GPU. A 9070XT or faster would be good
