Now push has come to shove and NATO tried to collect and call out Russia's bluff. Not doing anything would not only humiliate Putin but also Russia as a whole since whatever threat they had before would pretty much go to zero both figuratively since they made an ultimatum they couldn't keep and literally as NATO parks missiles near Moscow if Ukraine successfully joins. As bad the Yugoslavian war was, NATO bended their own rules from "pressure of its own members" to participate in it so what's stopping NATO from beinding its own rules from letting Ukraine join from the same pressure by its members? War was practically inevitable.
In comparison while Finland is strategic as well, Russia never made the same amount of threats towards NATO expansion towards Finland compared to Ukraine so there is less pressure to respond to them, probably because Finland was not former Soviet bloc so Russia didn't really have much political pressure in Finland compared to Ukraine.
I think there's a meaningful difference between bending the rules for an intervention and bending the rules to admit a new member states would be obliged to aid in the event of attack. At the time, it didn't seem like intervening in the collapse of Yugoslavia would lead to a conflict NATO members were unwilling to handle. Right now, it seems admitting Ukraine with an active terrtorial dispute would drag many Europeans into a conflict they wouldn't want to handle. That was still true when Russia took Crimea, thus, the renewed invasion seems excessive for simply preventing Ukrainian accession to NATO. For example, Russia supported seperatists in Abkhazia and South Ossetia which effectively prevents Georgia from joining NATO. This despite the fact NATO has stated Georgia will join NATO in the future, just as they said for Ukraine (both were mentioned in the 2009 summit, IIRC).
This is kinda bullshit. Russia sent the US a treaty before the invasion (Dec 2021) saying that they'd no longer accept US provocation. It included removing THADD from S. Korea and barring the US from sending warships to England or Alaska, for the rest of time, because it would put the US within striking range of Russia, and that last point in particular was non-negotiable for the Russians.
It's never been about the US threatening them. It's about them wanting the US to get out of their way. Of court the US tossed it in the trash, because the demands were unreasonable.

I would posit that ever since the fall of the USSR, the Russians have been very good at finding "cracks in the armor" when the US's political leadership has fallen out of favor with the US public (and therefore lost some of its mandate), to launch their territorial expansion efforts. Bush in 08 and Biden in 22 were both uniquely crippled by lack of support among the US public.
In the case of the Ukrainian war, I wouldn't even know if I would categorize it as a territorial expansion war. It seems to me like Russia was fine with the Ukraine pre-2014 that was under Russian influence and Russia, but after the Ukrainian public protested their government not turning towards the EU/NATO, that was the catalyst for Russia to reassert influence over the country. In this case, it's hard to construct a case where "Obama blew it". The ball was out of his hands, in a way. The Ukrainian people pushed in a way that no US President would have been able to support them.
Of course it "seems bad" from a Westerner's perspective - What's to fear about letting the US, the only country on Earth that has nuked another country, set up nukes a hundred miles from your capital? What's the harm in US oil companies being in Ukraine, undermining your country's most profitable industry?

Even if you don't buy into the nuclear threats the obvious answer is it would ruin the reputation of the US and probably drive countries on the fence to side with Russia and perhaps even result in a true Russia-China alliance.
Russia still has a lot of weapons technology expertise that is very valuable to China. And it's not really about China seeing Russia as an equal partner anyways, it's more that if Russia feels like they're facing an existential threat and imminent collapse like they would in this imaginary scenario they'd be willing to sign away a lot to China.

The problem is not that people like Russia and would get mad at us. Or think that it's "unfair". The problem is that it's a broken promise. An abuse of a position of trust. If we have a multi-century long reputation of "when you come to negotiate with us in good faith, we will guarantee you safe passage for the duration of those negotiations", then people will come to negotiate with us. We don't like Putin, but we would like to stop the war, and being able to talk to him increases the chances of that happening. If Putin thought he was going to be arrested on arrival, he never would have come in the first place. Only because we, and every country like us, has operated this way for hundreds of years is he willing to come to the table to talk. If we go "Surprise!" and arrest him anyway, it'll be too late for him. But nobody else will ever do that again. If we end up in a war with China, or just in tense negotiations that might threaten war, they won't want to come meet with us to talk. If someone in the Middle East starts causing problems for us, they won't trust us to come and talk. Nobody who we dislike will meet with us, or surrender, or offer compromises, if they believe we are the kind of people who will exploit any vulnerability and just arrest them.
It's not about what people deserve, or what we could "get away with". It's about reputation and trust, especially among people we hate and who hate us. It's still useful to be able to talk to them.
The ICC is only valued by western countries. Every country in the global South and China would immediately become extremely wary of any dealings with the US. It's not so much about the simple act of arresting Putin, it's about the false pretenses. How can anyone trust the US going forward in that scenario?

I think there's a meaningful difference between bending the rules for an intervention and bending the rules to admit a new member states would be obliged to aid in the event of attack. At the time, it didn't seem like intervening in the collapse of Yugoslavia would lead to a conflict NATO members were unwilling to handle. Right now, it seems admitting Ukraine with an active terrtorial dispute would drag many Europeans into a conflict they wouldn't want to handle. That was still true when Russia took Crimea, thus, the renewed invasion seems excessive for simply preventing Ukrainian accession to NATO. For example, Russia supported seperatists in Abkhazia and South Ossetia which effectively prevents Georgia from joining NATO. This despite the fact NATO has stated Georgia will join NATO in the future, just as they said for Ukraine (both were mentioned in the 2009 summit, IIRC).

This is kinda bullshit. Russia sent the US a treaty before the invasion (Dec 2021) saying that they'd no longer accept US provocation. It included removing THADD from S. Korea and barring the US from sending warships to England or Alaska, for the rest of time, because it would put the US within striking range of Russia, and that last point in particular was non-negotiable for the Russians.
It's never been about the US threatening them. It's about them wanting the US to get out of their way. Of court the US tossed it in the trash, because the demands were unreasonable.

I would posit that ever since the fall of the USSR, the Russians have been very good at finding "cracks in the armor" when the US's political leadership has fallen out of favor with the US public (and therefore lost some of its mandate), to launch their territorial expansion efforts. Bush in 08 and Biden in 22 were both uniquely crippled by lack of support among the US public.
In the case of the Ukrainian war, I wouldn't even know if I would categorize it as a territorial expansion war. It seems to me like Russia was fine with the Ukraine pre-2014 that was under Russian influence and Russia, but after the Ukrainian public protested their government not turning towards the EU/NATO, that was the catalyst for Russia to reassert influence over the country. In this case, it's hard to construct a case where "Obama blew it". The ball was out of his hands, in a way. The Ukrainian people pushed in a way that no US President would have been able to support them.
Of course it "seems bad" from a Westerner's perspective - What's to fear about letting the US, the only country on Earth that has nuked another country, set up nukes a hundred miles from your capital? What's the harm in US oil companies being in Ukraine, undermining your country's most profitable industry?

The problem is not that people like Russia and would get mad at us. Or think that it's "unfair". The problem is that it's a broken promise. An abuse of a position of trust. If we have a multi-century long reputation of "when you come to negotiate with us in good faith, we will guarantee you safe passage for the duration of those negotiations", then people will come to negotiate with us. We don't like Putin, but we would like to stop the war, and being able to talk to him increases the chances of that happening. If Putin thought he was going to be arrested on arrival, he never would have come in the first place. Only because we, and every country like us, has operated this way for hundreds of years is he willing to come to the table to talk. If we go "Surprise!" and arrest him anyway, it'll be too late for him. But nobody else will ever do that again. If we end up in a war with China, or just in tense negotiations that might threaten war, they won't want to come meet with us to talk. If someone in the Middle East starts causing problems for us, they won't trust us to come and talk. Nobody who we dislike will meet with us, or surrender, or offer compromises, if they believe we are the kind of people who will exploit any vulnerability and just arrest them.
It's not about what people deserve, or what we could "get away with". It's about reputation and trust, especially among people we hate and who hate us. It's still useful to be able to talk to them.

Just read up on that. Apparently the US government determined he was a threat to US interests. I’m not saying it’s right just that it’s the justification. I would liken it more to if Ukraine drone strikes Putin on the way to this meeting.

Iranian hostile general soleimani went to meet prime Minister of iraq supposedly to deliver a diplomatic message on Iraqi soil. Trump ordered a drone strike to assassinate this particular general. It's a bit of a toss up because the USA argues he's an enemy general and terrorist therefore is free game, Iran argues that at the time he was on a diplomatic mission and therefore was not free game; but we all know how careful trump responds to tricky situations and how gentle a hand he generally uses... Enough to earn him a nobel peace prize if I'm being honest.
