So I’m all for slashing entitlement fraud but this seems like the most inefficient & unreliable way to go about it..
If someone cant even bother showing up to their interviews which they themselves scheduled, they have no business collecting unemployment.
That being said…
There’s no way a program like this will save more money than it costs to operate. And, I don’t know a ton about how they plan on operating it, but apparently they don’t either.
“The bill’s sponsors said it would protect employers and state unemployment services“ And that it would “reward” those who act professionally… 😂👌
I guess my big questions would be:

will the reporting be optional or required? Requiring it would be a huge overreach but leaving it optional wouldn’t yield any results.

are they just reporting it based on the contact information from the application, and can any business file?

Or perhaps a list of businesses that ghost applicants for potential interviews? That’s much more of a problem for everyone than this nonsense

You beat me right to it. It's funny the state will be so quick to get a list of job applicants, but when it comes to companies that have been accused of ghosting applicants, oh no we can't have that.

I would rather pass a law that requires businesses to respond to all applicants and and ghost job postings, holding whoever post a job that's not real liable for hefty fines. I personally applied to hundreds of jobs that ended up not actually existing

How would they prove they skipped it? What documentation exists that verifies the company even set up an interview with a person? Some basic HR docs? In the age of AI? Better resurrect Cochran and Kardashian.

GPS location tracking that comes with the unemployment app. It will work like a breathalyzer and take your picture when you ping the location. You will have a phone number with a special code attached to it to present to your interviewer, your interviewer will be required to send that code along with a code they have to a number that will output it to the app as a confirmation.
It will be real easy for everyone

Cuz they expect something like five interviews a week or even eight and it's almost impossible to get that sometimes, especially October through April. The end result is people will interview a jobs they will despise and may in fact get hired for them, and then they're kind of stuck with that job working 40 hours a week with no time to interview elsewhere.

They won't have to prove anything. It will be filled with errors since the only thing the prospective employer will have is a name.

I would think that most unemployment fraud comes from people working under the table while on unemployment. Along with the zero corporate tax is just an attempt to bring business to Ohio.

Total bullshit, not worth it. People tend to conflate unemployment insurance with long-term entitlements. Payments are relatively low in most states and only last 6 months. Sure, some game the system and work under the table etc, but the vast majority of people who lose their jobs would probably prefer to get a new one instead of milk a few months of low-pay vacation. How about we create a registry of employers who ghost applicants?

This is a simple database. It shouldn't cost much.
Add a web front-end for employer HR to enter data, and then have the unemployment or welfare database query it before issuing checks. You can use SSN as a key (to avoid fake addresses) and require multiple employers reporting no-shows (employers have tax identification numbers).
Catching 10 people per month committing fraud is more than enough to pay for recurring costs. Probably a few million for initial setup.
Employers have to pay into unemployment insurance funds, so there's an incentive for them to reduce that cost.

The tech isn’t the expensive part but the statewide rollout will be (advertising, training, legal). Then you have the continual the administration costs, and its expansion of the Dept of jobs and family services.
But yes, it wouldn’t be that bad IF they caught people - but what will end up happening is there won’t be enough reports to justify the means.
Nobody will be kicked off for missing one or two interviews, and how many interviewers will be regularly submitting reports? - leftist voters won’t on principle then what’s left probably doesn’t care, or will feel guilty.

Exactly this. Fraudsters will just show up and bomb the interview instead.i man if they already did the work of getting interviews set up, why not? Maybe that's a tiny improvement, but I don't see it making much difference

Going to interviews is not currently a requirement for unemployment in Ohio. They would have to change the laws.
