My parents founded bicycle in our neighborhood and it needs some repairs, I use Google lens to look it up as an Ozone 500 mountain bike. My question is if it you might conversionable to make it become an e-bike? It does have room brakes and needs new tires. If so, can anyone recommend any conversion kits that are under the motor watt rating of or near 750 with a good range. There is no water bottle mounts on the bicycle as I could see. Need any advice.

I wouldn't recommend putting the kit on this bike even if you somehow fitted it in. Chance is very high you'll brake something very soon as it's an old bike not designed for such use. Instead buy a used Hardtail MTB from 2019-2025 that should go around 200-300 on FB Marketplace.

Most states seem to be following the Federal standard. 750 watts and 20 miles per hour for Class 2. 28MPH and not throttle for Class 3.
You don't need any specific certification, but if you do the conversion yourself, you need to attach a Class 2 or Class 3 sticker with the motor wattage to the bike; it's usually attached at the bottom front of the center post.

Just because they found it doesn't make it theirs. They need to give to the local Police Department, who will (in theory) attempt to find the owner.
Usually, you can then re-claim the bike if the owner isn't found.
