Why do folders have permissions and ownership?

I marked this as rant since it's not really a question in need of help, I'm asking merely from a curiosity/history of software perspective, anyhow...
Why was it that Microsoft (or whoever came up with this system model) decided to invent this arbitrary control of data, files and folders, including HDDs as whole sometimes, based upon user permissions and admin and owner?
I can't for the life of me see anything useful about this concept. It only leads to issues and headaches.
