Is using a rivet for refuelling safe on petrol cars?

You know what you don't need to stand next to whilst refilling? An EV! So much more convenient never having to fill up, I just leave with a full tank every day

My car key is just the right size that I can place it in the handle sideways and it wedges into place holding the pump on. You can also do this with a soft tennis ball

Emotional Support Vehicle owner too feeble to use a pump.

It's never been an issue for me even with the 95L tank in my XM

I hate that we don't have lock-in pumps in this country. When I lived abroad it was so useful.

It's perfectly safe, the pump nozzles in most EU countries have a little U-shaped piece that fits into the holes that the chap is putting the rivet in, which allow the pump to be locked on in two positions. Unfortunately it's also illegal in the UK, for the reasons you have given. Which don't seem to cause problems elsewhere in the world... I carried a rivet when I drove a BMW 750iL, which has a 5.4l V12 and a 95 litre petrol tank. Saved me some hand cramp, that did.
