What is considered a ‘competitive’ salary these days?

I’m considering a change, so I’ve been having a look at jobs for a month or so now, using websites like Indeed as well as the direct websites of places that are hiring. What I can’t get over is how many places/positions are advertised as offering a ‘competitive salary’ when in fact they’re offering £24-26k a year. One job actually listed £25,369 as a competitive salary, when that is literally the minimum wage salary for a full time position. Is this normal now? Has anyone else been coming across this bizarre wording for the minimum wage or is it just where I’m living? (East Anglia).
