Is this normal?

I had lunch yesterday at the Ambleside Inn and something really surprised me. They call themselves a restaurant, but you have to order food at the bar, like in a pub — the servers only bring the food to your table. What really caught my attention is that you have to pay upfront when you place your order. Not only that, but you’re also expected to add a tip at that point. The bartender who took my order offered tipping options ranging from 8% to 20%. Now, in my understanding, a tip is a voluntary payment tied to the quality of service. So how are you supposed to tip before you even receive the service? What would you have done in this situation?
