Hungarian here, living in a bigger city by the countryside. To understand this phenomenon, you have to understand our economy, median wage, and how the country is structured for the average citizen.

The median monthly wage is $965 NETT. This is somewhat higher in our capital city, Budapest, somewhat lower in a county seat, and an unachievable wage in satellite towns and villages, unless you're a sole entrepreneur/company owner that started a successful business. The rent itself is high enough to take your entire income in Budapest if it doesn't exceed the median monthly wage by a huge margin. Those who do take a leap of faith from the countryside to Budapest usually end up in a shared apartment for a shared price, either rented with associates or with complete strangers. This makes living in Budapest unattractive by itself, but there are other unattractive properties a person born in the countryside might not tolerate (constantly bad air quality, noise, trees are non-existent, summer heat is barely tolerable as it's a concrete jungle, inflated service prices, inflated cost of living, more hostility, more crazy people, etc).

If we move to the country side, or to county seats at least, we discover a different problem: the rent is usually affordable, but as the majority (think at least 80%) of administration and other intellectual duties happen in Budapest for the various companies, the wages drop. This is being used to their own advantage by various foreign and local industries, where massive factories are operated for barely livable wages. The products, of course, are exported for foreign distribution. Thus, the majority of countryside towns are basically outsourced physical work. The irony is that the wage these foreign factories offer are somewhat higher than what local business can do, as they have the necessary funds for properly paying taxes after their workforce (illegal, or semi-illegal employment is rampant at local companies).

The common folk simply have no real incentive to move to Budapest. It's a lot easier to gain employment in one of the local factories where they pay you just enough to make it look good, and if you combine this money with your partner, you essentially have enough funds to start a family. That's the end game for the government, as we our population is dropping significantly.

So, to summarize, the money you can earn here is simply not enough to advance. You can live, but you can't expect to enjoy leisure, or higher standard services and products too much. You can try to break out as an entrepreneur, but it involves massive risks. You can take a leap of faith, gather funds, and move to Budapest hoping for a livable existence, but as it is still Hungary, you get stuck in the same loop, just with some higher numbers.
