Audio in cutscenes always completely out of sync with video in every game. Audio during gameplay or watching youtube is completely fine

I build this pc last year and have had this problem ever since. Basically, any game that has cutscenes have the audio completely out of sync. Usually the audio is ahead of the video and it gets progressively worse the longer the scene. I bought RE Village the other day and in the intro story, the audio is finished almost 1 minute before the video. It makes cutscenes really hard to follow and I can't figure out what is going on.
For the record, drivers are up to date, no overclocking, sound enhancements are off, xbox bar is off, gaming mode off, power settings are balanced with 10% min cpu idle. I've plugged into the front of the case and directly to the mobo with the same result. Tried with Vsync on/off, same result. I love my PC but am going insane with this issue.
Specs:
AMD Ryzen 5 5600X
16 gigs ram (2x8 gig matched sticks)
EVGA 3080
Asus B550 MOBO
Any tips or help are appreciated. I've tried every solution out there for this and nothing has worked
