In this approach, if i’m coming from the Southeast (like the arrow shows), would I fly the course reversal upon reaching JRGAL or proceed straight in?

No need to fly the procedure turn if straight in. It’s only there if coming from the opposite direction of the approach to get your back established on the inbound course. But you could use the hold to descend in if you’re too high.
Btw you should be able to text your CFI this question. Shouldn’t have to ask Reddit for simple stuff like this. Just looking out for you as a student.

If "cleared" straight in. ATC needs to say "Proceed direct JRGAL, straight in, cleared for the RNAV Approach"

Thanks for the addition! ATC should always make it clear by saying “straight in” or “full procedure”. And if unsure, just ask ATC! They’re there to help you, even though they may seem scary at first.

What does the plate say? It’s right there “noPT for arrival at JRGAL on V579 northbound”

OP's arrow is not on V579 and he said he's direct to JRGAL, not on the airway. In this situation unless ATC says "cleared straight in" you have to do the HILPT.

I was waiting for his response. You also have to cross JRGAL at 1700 so you’re going to have to descend somehow and that’s where the PT comes in

That’s my confusion. I would not be arriving on V579, I would essentially be paralleling the airway.

So if you are not on V579 you will have to PT and that’s most likely to get you lower

Yep looks like a direct entry procedure turn, ask atc if you can just head straight in after JRGAL and depending on spacing they will decide if you can or not. If you are heading that way and cleared for the approach and nothing else then yes pt is necessary

Yes exactly but pay attention to the altitudes because if your at 6000 then it’s going to take awhile to get down to 1700 after JRGAL so pt might be smart.

Depends on how high you are. That's a HILPT, not a procedure turn. But you have to get yourself below 6000 before proceeding past it.

You don't fly it then. But if in doubt you can always ask.
One time during my IR, with a CFII on board, approach forgot to say straight in, and we flew a course reversal. Approach was very surprised (but it ended up OK).

Unless ATC says "Cleared Straight in" you will need to do the course reversal.
If your arrow were pointed slightly more north and you were on V579 you would not have to do the course reversal either. But if you are just cleared direct to JRGAL, yes you will have to do it.
