Planning a PC build with a $2.5-3k budget

Hello, I'm planning my first custom PC build in about a decade. Right now I'm using an MSI Katana because my first build that lasted me about a decade finally crapped out on me. My Katana is pretty good but now I only have one computer and I want to give this one to my dad since it's still more than good for playing the games he enjoys, like War Thunder and Enlisted.
I typically play real time strategy games like Seapower as well as simulators like Gunner Heat PC and they're pretty CPU intensive so my laptop can play them on low settings but even then it still stutters at times. I also play the Resident Evil games too and this laptop handles them fairly well.
But I'd like to be able to play the upcoming releases like GTA VI, Resident Evil Requiem, MGS 3 Delta and so on so I know I'm going to have to build another PC anyway.
What would you guys suggest within budget?

The 2.5k to 3k. price range is kind of in an awkward spot , not enough to get the highest end parts but also more than enough to get the next to highest end ones. Id suggest something like this: https://pcpartpicker.com/list/FNKJWc
for about 2k, feel free to modify it with your extra budget however you like, add more storage or faster/more ram depending on your needs. The 5080 isnt really worth it right now (as ots about 10% faster as a 5070ti and doesnt even get more vram) but if you can get it cheaper (closer to the price of a 5070ti) then its definitely a worthwhile upgrade. Else maybe take a look at the used market, a used 4090 might be able to barely fit within your budget.
