My GPU bumps up 15C (from 61C to 76C) when I play Skyrim. It's not at all unexpected, considering the loading it takes while processing game output. Normal windows loading is miniscule in comparison.

Edit: I suspect its the PSU cause when I play demanding games it shuts off maybe cause my PSU is not adding enough Power to other parts idk but I hope im wrong

no, if it's overheating, your CPU is shutting itself down. what temps are you getting? and are you using a stock cooler?

Check if everything is wired correctly. Did you use the correct/enough cables for the CPU and GPU. Did you use the wires that came with the PSU? Is the PSU plugged directly into its own wall socket? If not, try that.

The GPU being hot is normal. It just depends on how hot it is though.
Do you have any monitoring software installed? Hardware Info works. Use it to check your CPU/GPU temps while gaming. Judging from your parts, it's likely time for you to repaste your CPU or GPU, depending on which one is overheating.

i did repaste my cpu but i dont know how to repaste my gpu

Did the CPU repaste help?
A GPU repaste is a little more complicated, and you’d have to look up a tutorial online for that. It requires disassembling your graphics card and would only be required if your GPU is actually overheating.

you can monitor your temperatures using the application hwinfo64. there's no point in speculating.

Has it worked fine in the past? You nay want to repaste the cpu with fresh thermal paste.

yes it worked fine and i did replaced the thermal paste
