What are your thoughts on someone being the Chief pilot at a flight school, with multiple locations, who does not have an MEI nor a multi add on, and this person isn’t even a two year so they can’t even sign off CFIs yet.

I think it sounds like you're bitter that you got passed up for it, and the fact that you did was probably a good decision based on this post.
Leadership and administration comes down to more than a resume. One of the best managers of projects, people, and processes was a low time SIC when I met him.
