We already have an active thread about how to prepare for floods (posted about an hour before yours), so a second thread asking about flood preparedness would be a duplicate. Maybe someone affected by the Texas flooding will post lessons learned in a few days when their situation is back to normal, but now would not be the time to ask. In addition, a recent thread about the Texas flooding (just current events, not anyone's first-hand experience) kept getting derailed by trolls who tried to make it about politics rather than emergency preparedness, so that's a problem as well.
