They came out of Mexico! From there they are headed to New York to get finished, then theyll be shipped completed with wheelsets and all back across the country to the bay area! they seem to take em back across 70 and dive south around the rockies.
I guess when the numbers don't add up for high speed rail but you still want to increase ridership statistics this is the next best thing. Kind of like how so many Amtrak routes involve a bus transfer.

the carbodies are built in Mexico, shipped to Plattsburgh, NY for final assembly, then trucked back over to the Bay Area to be put into service.
