Help me pick a CPU based on my usage

Currently have a 36" ultra wide monitor running at 3840x1600 resolution. System has an i7-8700k, RTX 3070, 64GB ram and 2TB SSD. I built this system in early 2018. I do a lot of engineering work including some AI stuff (no local training though), a lot of astrophotography work (which uses both CPU and GPU), and gaming- mostly path of exile. I notice POE is killing my system with a lot of flickering and flashing, sometimes to the point where the game is unplayable. I also do a lot of the usual multitasking, powerpoint, office 365 junk, and streaming.
I can afford a good system but also want to be reasonable given my use. I've been looking at the 9950X3D and the Intel ultra 9 285K. I was looking at the 9800X3D too, but the additional cores would be very very useful for my astrophotography work so would prefer 16 or higher cores. I'll probably go with an RTX 5070 TI card since the price jump is so steep to the 5080. What CPU should I go for? Does it even really matter given my use case?

Thanks! Just to ask, the 285k has 24 cores... would that come into play given my use cases?

i think if you can afford 9950x3d just go with it. i think intel 285k is still good enough.but you want the best right?

Sure. I wonder if there's any substance to what's going on in this thread https://www.reddit.com/r/buildapc/comments/1jd4cp8/help_me_to_choose_intel_core_ultra_9_285k_or_amd/ or if that's kind of a one off

well my data it based on the benchmark. https://www.techpowerup.com/review/amd-ryzen-9-9950x3d/9.html
you can see it by yourself.in some scenario intel would win but the diffrence its not that kinda big.well but for gaming 9950x3d is better.so which one you prefer.if you want to focus for your work i think intel is better.but if you want more balance on both task.9950x3d is better.

If you can afford the 9950X3D go with that. I have the 7950X3D for combo gaming and workstation, AutoCAD, REVIT, VectorWorks, REVU and such. I never see it struggle in any of my work station applications and then it absolutely RIPS for gaming.

9950X3D is both the best CPU for productivity and for gaming. if you can afford it it's the clear choice.
