21 dB reverse ARGB fans?!

Am I crazy or are these saying they are 21.5 dB rated at max speed while also being reverse and argb?
I am currently trying to find the quietest white, reverse, ARGB fans I can for my build and came across these.

It seems so, yes. They're max 1200 rpm, which would be on the quieter end.

No. The Noctua NF-A12x25 are at 22.6 dB max, however this is at max 2000 rpm. So for only 1 extra dB, you have 60 cfm, which is about double the performance of your linked fan. At 1200 rpm, the noctua fan is even quiter. If you really wanted, you can get really fans but cap them at 1200. The fans you linked max out at 1200 rpm.
If you want, search up different strong fans and how quiet they are at different rpm. You might find something for better value.

Lots of noctua and no noctua stuff is going to be 21db or lower at 1200rpm or lower
Of course, there's no particular good reason to trust the DB rating on these.
I would get some reverse white thermalright ones instead
Quiet is not particularly impressive unless it's also combined with decent airflow and/or static pressure.
