My supposedly decent GPU can't run a low-intensity game? It appears to be installed and recognized.

I have just completed building my first PC (thanks to those of you who helped!) It has what I understood to be a decent, modern GPU, this Intel card:

I'm trying to play Civ VII on standard graphics settings and it's choking and sputtering like hell. This isn't some FPS with people 360 noscoping me from across the map. It's a strategy game. It should have very modest graphics requirements. But every single model, every cow and soldier, looks like an old timey slide show.
At first I thought the card wasn't being used and the game was running on the motherboard's integrated graphics capability, but when I go to the device manager it has the Intel card listed, and when I go to hardwaretester.com it says that it detects the Intel card.
Is my card defective, or is a modern $300 GPU seriously not capable of running Civ VII with even 30 FPS?

Civ 6 is not a GPU intensive game it’s a CPU intensive game….whats the processor in the computer.

Do you have Above 4G Decoding and Resizable BAR turned on in your BIOS?

Oh lord I have no idea. I just plugged the stick with Windows 11 on it into the USB port and let it do its thing. Is there a way to check that?

i second the previous commenters issue he raised. Intel ARC NEEDS above 4g decoding/ resizable bar to function correctly. please look up your motherboard bios settings and make sure its enabled.

Yeah, I just checked the BIOS and they are both active. I ran FurMark and it looked good, so now I am thinking there is just something wrong with Civ VII. I just set the graphics setting to "standard," not even "high." Maybe I have to get granular with it in a way that isn't obvious.

You can use GPU-Z to check it, but better to just get into your BIOS settings and change it.

You have installed newest drivers, correct?
Intel unfortunately still has weird issues with games now and then. It's much better than it used to be, their software team genuinely made a lot of progress, but it's still not always as plug-and-play as teams red or green are. GPUs are hard to make.

Yes, I checked and the device manager says "the best drivers for your devices are already installed" when I right click it and select update driver.

I would recommend installing them via Intel's tool. I don't know if Windows' driver manager is good enough for more than like iGPU drivers.
Also... you did plug your monitor to the GPU, and not to your motherboard, right?

Second this, the device manager isn’t the place where you update/check ur drivers for ur gpu and cpu. I recommend you also need to install your chipset drivers if you haven’t already. U can also check ur temperatures with something like hwmonitor to see if they’re overheating as another possibility.

Yes, I did use the Intel website, and I am certain I have the monitor in the GPU.

That eliminates the most common issues.
Have you tested any other games? If so, what's the performance?

Nothing graphics intensive. I only had an all-in-one before now so my Steam account was all sprite based retro games. I just bought Civ VII and Blue Prince. Blue Prince looks great. It runs smooth. But I'd guess the models have fewer polygons and simpler textures than Civ.

From the monitor? Yes, it's definitely in one of the GPU slots.
