So needing two, female, born Gen X and popular during Gen X formative years the answer is pick from Debbie Gibson, Tiffany, Janet Jackson and I'd go Debbie Gibson and Janet Jackson.
If you do it for 90s 90s formative years Gen X then: Mariah Carey and whoever you think is biggest out of Gwen Stefani, Dolores O'Riordan, Alanis Morisette, Sinead O'Connor, Fiona Apple, Shania Twain.
(If you allow all-time any time then Mariah Carey and I guess one of Janet Jackson, Gwen Stefani, Shania Twain, Pink, Shakira? (maybe Alanis Morisette, Debbie Gibson?? but I think shorter max fame the others)

And if you are talking Gen X who were stars in their teens then almost all are eliminated since the 80s was a very non-teen dominated era. Debbie Gibson, Tiffany and Lisa Lisa. If you expand it to those who became famous during their greater formative years then you can add Janet Jackson to those three.
Others didn't really hit it big until 1990s or even 2000s and mostly had hits during Xennial/Millennial HS times (although some of the earlier ones here did still arrive just in time for earlier X, like Sinead and Mariah) but that said were still generally somewhat to very OG Gen X friendly as well as Xennial/Millennial friendly:
The Cranberries, No Doubt, Alanis Morisette, Sinead O'Connor, Mariah Carey, Fiona Apple, Coldplay, The Coors, Sixpence None The Richer (Leigh Nash only), Pink, Alicia Keys, Spin Doctors, Goo Goo Dolls, New Radicals, Shania Twain, Christina Aguilera, Jewel, Ace Of Base, Green Day, Aaliyah, Shakira
And then a lot of the grunge and gangster rap and boyband Gen Xers hit past OG Gen X formative years and tended to not really be their thing but much more part of the next pop culture age of Xennials/some Millennials: Nirvana, Pearl Jam, Tool, NWA, Tupac, Snoop, etc. etc. and various earlier boybands

I'd say Madonna is a good comparison to Beyonce. Taylor Swift, on the other hand, has reached Michael Jackson levels. Her last tour grossed over $2 billion. Her star power has eclipsed her music.

I would also say that Janet set the stage for BeyoncĂ©. Taylor Swift is super popular in terms of the numbers, but she doesnât compare to the cultural impact Madonna had at her peak.

Iâm not sure that I agree with this. Iâm a teacher, so Iâm around young people a ton. The way they were into Swift like two summers ago was insane. Reminded me of Michael Jackson or Elvis. That Eras tour was absolutely a cultural event for this young generation.

Yeah Madonna miles bigger. Whitney Houston too I'd say. Might say Pat Benatar, Joan Jett, Ann & Nancy Wilson, Belinda Carlisle bigger too. Susann Hoffs quite famous. (Debbie Gibsn and Tiffany for the teen singers.) Mariah Carey in the 90s.
80s also had slews crazy famous for just one or a few songs.

Whitney peaked higher than Miss Jackson or Madonna, but didn't stay "up there" for nearly as long as either. Her parabolic trajectory is one of the biggest "What could beens" of all time.
There's an alternate universe where she avoids the poisonous influences of Bobby Brown and addiction, has the staying power of an Aretha and this entire discussion is moot; as we're all asking, "Is it even possible for there to be another Whitney Houston?"
Janet and Beyoncé are good parallels. Both from singing families, reaching much greater success in solo careers. Janet at 16, Beyoncé at 21. Whilst Janet had a good long peak, she never reached the storied heights that Beyoncé did, ruling Pop for over a decade. Beyoncé has sold more records than Janet by over fifty percent.
Beyoncé also has the most Grammys ever at a whopping 35, whilst Miss Jackson has "only" 5, which is, in a vacuum, a storied achievement, but compared to her competition here, a paltry sum.
Madonna and Swift also have similar trajectories, each of them being "the thing no one had ever seen before" in their respective eras. Madonna had an iron grip on the throne of the Queen of Pop for a ridiculous amount of time, successfully fending off contenders throughout the '80s and much of the '90s.
Even after being dethroned by the likes of Gaga and Beyoncé, she still remained relevant into the 2000s. Unmatched longevity at or near the top, for now. Despite her unmatched length of reign and album sales, Madonna has "just" seven Grammys to her name.
Madonna remains the best-selling female artist of all-time and her totals are floating up there near the bottom of the top ten ever list.
Swift is another creature altogether. She's dismantled a slew of sales records hitting every milestone faster than any before her (including Whitney, who had an absolutely meteoric rise), raked in 14 Grammys in an era of much stiffer competition than her predecessors (despite there being more categories/trophies to win) faces and is rocketing toward Madonna's throne as the best-selling female artist of all-time.
Starting her career at the tender age of 16 certainly didn't hurt her chances at lasting long enough to claw her way to the top. She has a very good chance of surpassing everyone on this list in every category aside from Grammy wins with enough time.
She's already the wealthiest female singer ever thanks in large part to having claim on the highest-grossing tour by any artist/group ever, regardless of sex.
I intensely dislike her music, personality and aesthetic, but I am about as far from her target audience as any English-speaking person could be. The proof of her appeal is in the pudding, even if that pudding ain't my jam.
Rihanna is also missing from this conversation, having achieved an incredible amount of success of her own. I don't care much for her music, either, but I will always respect her for "going out on top", walking away on her terms, rather than slowly being shut out. It's not like her great-great grandchildren will lack for money, but she's found ways to continue bringing in the big bucks without having the grueling schedule of a touring act. Good for her.

A lot less competition in legacy media, like radio and album sales, but the number of ways to get music to the listener and thus, the number of artists, has never been higher, thanks to everyone and their Mama having some sort of "platform" on the internet.

I believe technology has propelled the latter stars further out into the galaxy. Whereas Gen X rise to stardom was without the digital machine hence the lack of awards and potential exposure.

I don't know about the, "not got noticed part". Janet's catalog of music is timeless. Which she wrote most of her own music. She played instruments. And her dancing was so good, that could have been a career in itself.

I wasn't splitting hairs between Madonna and Janet. I was comparing both of their fame respectively to Beyonces And Taylors'. Without question Madonna was the bigger Star. Whom I'm personally partial to; being a native Michigander myself. Madonna is from Saginaw. Talk about no market. And She became one of the World's biggest Stars of our time.

Janet's music has aged so much better IMO. But Madonna was at a different level. I knew so many girls that wore rubber bracelets and had the "Madonna look" in the mid 80's. Madonna was a cultural phenomenon.

Madonna is an icon, globally known. Janet's from the famous Jackson family, people forget she used to be a child actress, since she became an icon herself. Both were big pop stars before Swift and Beyonce came on the scene. Now Swift and Beyonce, share the spotlight with Sabrina Carpenter, Dua Lipa, etc., etc. That's for solo female pop stars, but MJ will always be the biggest pop star.
