Road construction guy here in Pennsylvania's Appalachians and if that camber is characterized by deforming guide rail and cracking of the blacktop running parallel to the road then it's like what we get here on the hillsides above creeks.
The road may well be experiencing what I call "The Slumps" where the original slope that the road was cut into weakens and gives way after decades of water running off and soaking in underneath the road and its base material.
Happens a lot where underlaying shale (basically compressed hardened mud) bedrock softens over time and gets crumbly. Obviously, can also happen where the road was built on nothing but deep gravel, sand and/or silty material.
In any case, it gets expensive fast to acquire additional ROW, cut way deeper into the hill, realign/rebuild the road away from the destabilized area, and backfill the original road's footprint as a bulwark for the new road.

I was riding passenger when the axle on a log trailer broke through a corner and the trailer flipped 180 over the back upright. That'll wake you up real fucking quick lol
