No. The phone company cannot be held liable for individuals sending communications.
A lot of these places will get an address stateside for like an empty warehouse or similar. They can be touched but not much and it’s not really seen as worth the effort

I got one of these a few days ago. The NTTA scams have become this now. For anybody interested, that’s not a real code, and you can also find any outstanding violations here
